Lawmakers Raise Concerns Over Lack of Transparency in National AI Effort

Pakistan’s efforts to lead in artificial intelligence have hit a political snag. The Senate Standing Committee on Information Technology and Telecommunication has sharply criticized the Ministry of IT for partnering exclusively with telecom operator Jazz and NUST on the country’s first indigenous Large Language Model (LLM), without allowing open participation from other institutions.

During a recent session, senators questioned why the project was awarded without public tender or competition, raising concerns over potential favoritism and lack of transparency in a project expected to play a critical role in shaping Pakistan’s digital future.

Exclusive Collaboration Draws Criticism

Senator Dr. Humayun Mohmand led the questioning, asking why other capable universities and technology providers were excluded. He stressed that such a significant AI initiative should be carried out through a transparent, competitive process to ensure equal opportunity and national collaboration.

Other committee members echoed the sentiment, stating that the exclusive partnership undermines the spirit of innovation, as it limits contributions from other experts, institutions, and tech innovators across Pakistan.

IT Ministry Responds: “No Public Funding Involved”

In defense, IT Secretary Hassan Nasir Jamy explained that the initiative was not financed by public money. He clarified that Jazz and NUST independently proposed and funded the AI model project, and that the ministry only acted as a facilitator.

However, under pressure from senators, the ministry agreed to open the project for collaboration, allowing other academic and private institutions to contribute, particularly in data collection, language modeling, and research support.

Project Goals: AI for Linguistic Inclusion

The AI model under development aims to support regional and endangered languages of Pakistan, a key differentiator from global LLMs. Jazz’s innovation platform “Garaj” is leading the effort in partnership with NUST’s AI research team.

Officials from Jazz stated that the project is a non-commercial, cultural initiative meant to empower local communities through inclusive digital access. Still, senators emphasized the need for public oversight, especially given the influence such models may have on education, communication, and national discourse.

Policy Background: National AI Framework in Focus

This debate comes shortly after the federal cabinet approved Pakistan’s National AI Policy 2025, which calls for inclusive growth, ethical AI development, and cross-sector partnerships. As part of this vision, the government has allocated PKR 16 billion to establish an Emerging Technologies Wing for projects in AI, semiconductors, quantum computing, and cybersecurity.

Yet, lawmakers argue that policies alone are not enough. The execution of AI projects must follow the same principles of transparency, fairness, and open competition outlined in the national policy.
